cargo vet doesn't appear to support delta certifications across crates renames, which is why I needed to tweak the exempted base version.

2449–2453	So, we actually have libm in tree now. We could use plain packed_simd. That said, we'll also need this uplifted to esr115,. which doesn't have libm.
